We're always eager to see Rory Gilmore back on-screen, especially since post-Gilmore Girls she hasn't done much mainstream stuff. It would definitely be a leap for her, since we know her as the shy but chatty type, and Carmen is silent and smirky. But we have faith!
Part of me is tempted to skew Carmen Sandiego young, to bring in younger audiences. Although people jokingly call Odette Annable (formerly Yustman) "the poor man's Megan Fox," I think she's a stronger comedic actress. She was hilarious in the otherwise lackluster You Again, after all.
Really, how could you do better than this? Sofia's got the look down, she's hilarious on Modern Family, and she looks gorgeous in this color. Her schedule would allow her to shoot it over next summer, and I bet Modern Family could even do some cross-promotion with in-jokes on the show.
Let's save this Buffy actress from an early career death in Lifetime movies and spotty guest appearances on supernatural TV shows! The woman who played bitchy-cheerleader-turned-basically-a-saint Cordelia Chase would rock this role.
We love her knack for blending action (2 Fast 2 Furious) with comedy (The Other Guys). And hey, maybe her boyfriend Ryan Gosling can play Carmen's former partner!

She'd have to grow her hair long, which she hasn't worn since 2002's Firefly, but it was in that role of Inara that she showed us how much spunk she has. Especially toward the end of the series and the movie Serenity, where she had all the best outfits and knew how to wield a crossbow (and a gun, and a sword...)
One more younger choice: Aubrey could bring deadpan humor to the role, drawing on her experiences with the Upright Citizens Brigade as well as roles like the dead-eyed Julie Powers in Scott Pilgrim vs. the World and April on Parks and Recreation.
