In the beginning, she’s on the phone with someone talking about how she’s making a video about “you know who“. Yep, I think we all know who…maybe. 
Miley is talking about the concept of the video and how it’s a story they want to tell. She says that girls are crazy about guys and this gives them a chance to tell their story.
I get chills every time I hear this video. This has definitely become on of my favorite songs!
