Rachel Roy seems like an actual fan--note the mockingjay pin on Katniss' boot. And I love that headdress.
This one combines Katniss' unitard from her first appearance in a flaming chariot with her fiery dress. Not to mention the arrows!
This looks more like a flag than a flame. Then again, Katniss is representing her district specifically.
Fabulous boots. I'm sure that the book mentions Katniss' footwear, but I don't remember--so I'd be glad to see her in crazy heels like this.
This is closest to what Judianna decided on for the movie; I really like the Grecian style.
I completely agree with Ology that this dress looks exactly like the Cowardly Lion in The Wizard of Oz.
This might be the one design to match the gems idea; the white could turn multicolored if hit with any lights.

Eh, a bit too subtle for my tastes. Cinna's brand of subtlety has depth to it.
Easily my favorite, with a cape that's both fashionable and protection against weapons. Plus, it actually looks like flames and not just the red-orange-yellow color scheme.

The problem with this is Katniss wears two fire-themed costumes. One is a black suit with a flaming cape and the other a “fire” dress. The designs here clearly depict both and there’s no description of the former in the article.
Otherwise, I love this.
